Personal Background:
I am Clara Mutabai, a highly experienced Foreign Service National currently serving as an Immigration Officer at the United States Embassy within the Department of Homeland Security (DHS). With a wealth of expertise in overseeing refugee resettlement, family re-unification, fraud management and occasionally assessing budgets and reports. My career has been dedicated to ensuring the integrity and efficiency of immigration and resettlement processes ensuring that I achieve my career goals of serving humanity.
Education Background:
My academic journey reflects my commitment to understanding and contributing to international relations. Currently pursuing a Ph.D. in International Relations at the United States International University-Africa, I hold a Master’s degree in International Relations with a triple major in Peace and Conflict studies, Diplomacy, and Foreign Policy. My undergraduate studies focused on International Relations with a concentration in Development and Gender studies.
Work Experience:
As an Immigration Officer since June 2021, my responsibilities include processing immigration petitions and applications, conducting community outreach, and collaborating with various US agencies and NGOs on immigration and resettlement matters. I am a member of the Diversity, Equality, Anti-discrimination, and Inclusion Committee, actively fostering networks within diplomatic missions.
Previously, I worked with Church World Service/Resettlement Support Center-Africa (RSC-A) in collaboration with partners’ different partners like IOM, UNHCR, and USCIS, playing in ensuring that refugees and especially unaccompanied children were succefully resettled to the USA, a crucial role for the US Government.
In my early career, I worked as a Graduate Research Assistant at the United States International University-Africa, where I managed administrative duties, conducted literature reviews, and coordinated various activities within the International Relations department. In addition to my professional career, I am actively involved in volunteer work. I have contributed to Mama Fauzia Children’s Home, Rotary Canada, Red Cross Uganda, and served as a member of the Diversity, Equity, and Inclusion Committee.

My commitment to professional development is evident in various certifications, including Project Management in the Development Sector, Personal, Team, and Community Leadership, Cybersecurity awareness, and numerous online courses from reputable institutions such as the University of Strathclyde and the University of Bergen.
